Idaho does NOT require a license for permanent cosmetics. Anyone can do it anywhere without passing a test - the person’s training or experience does NOT matter. And Idaho does NOT require permanent makeup artists to be inspected by the Health Department. Without licensing requirements or health safety regulations, your face and health are at risk.
Important Advice
Artistic Cosmetic Solutions is NOT the place for “bargain permanent makeup.” Permanent makeup is an investment in your looks and your health. Although color is semi-permanent (it fades with time), a bad makeup tattoo is permanent until it is removed--if it CAN be. Do you really want to pay the lowest price for something permanent on your FACE? And how much is your health worth to you? Cosmetic tattooing can change your life if you get a disease like Hepatitis. Micropigmentation specialists own legitimate businesses. They do not “move around” to different locations and do not offer “makeup tattoo parties” in people’s homes. As dedicated professionals, they take time to create beauty, use anesthetics properly to avoid pain, and disinfect correctly to prevent disease transmission. Complimentary Consultations with Dr. Reed
Free consultations are informational only and are approximately 30 minutes. Due to limited time, a consultation for permanent makeup does not include designing. (See “Optional Makeup Design Appointment” paragraph.) A consultation for permanent makeup is recommended but not required. Consultations are required for medical tattooing or permanent makeup re-coloring/correction. (Special arrangements are made for out-of-state and international patients.) More than one person may attend a consultation at the same time. We ask for at least 24 hours notice to cancel or reschedule a consultation.

- New disposable procedure supplies—all surfaces protected like a Dental office
- New disposable sterile safety needles and cartridges—no “parts” to worry about
- Patented digital computerized tattoo equipment made for the face
- Allergy patch test at time of procedure (optional)
- Before and after photos for your confidential file
- After care kit with instructions and all necessary supplies
- Free refinement/touchup procedure within 60 days of initial procedure (90 days for lips)
- Secure storage of your file with color formulas and procedure notes for future visits

Optional Makeup Design Appointment
A free consultation allows Dr. Reed just enough time to answer questions, show her portfolio, and schedule a procedure. All makeup procedure appointments allow enough time for custom penciling and approval before tattooing. But if you want to “test drive” an eyebrow, eyeliner, or lip design before tattooing, the Optional Makeup Design Appointment is your “safety net.” A separate appointment will be scheduled prior to your procedure. You will have a facial analysis and trial application of conventional makeup to get an idea of how the design of your permanent makeup might look. A fee of $85 will be charged. If your procedure is performed within 30 days of the design appointment, $35 will be deducted from your procedure fee.
Maintenance Visits
Maintenance fees apply to refreshers or touchups of Dr. Reeds's own micropigmentation work (returning patients). Cost varies according to length of time since last procedure, amount of fading, and work required. Fees start at $100.
Permanent Makeup Done by Another Person
Recoloring permanent makeup done previously by anyone else is not “just a touch-up” for Dr. Reed—she must start from scratch since it was not her original work. And redoing someone else’s work is more difficult if it was done poorly. Therefore, fees start at the new permanent makeup prices. Additional charges will apply if extensive shape and symmetry correction or pigment removal is necessary.
Permanent Makeup Lightening/Removal
Dr. Reed does not use lasers—and refers anyone seeking body art removal to laser specialists. However, she is certified to lighten (lift) pigment using several methods including Tattoo Vanish. If you are a candidate for that process, the cost depends upon the severity of the problem and number of sessions for satisfactory lightening. Multiple sessions are usually necessary to see results. Tattoo lightening starts at $100 per session. Fee does not include re-applying color.
Scar and Skin Camouflage Tattooing (Includes Areola Scars)
Spot Color Testing: A spot test procedure helps determine the best color match to surrounding skin tones. The implanted custom blended pigments must heal a minimum of 45 days before camouflage tattooing sessions can begin. The spot test fee is $150. If camouflage tattooing is performed, then a spot test credit of $50 will be applied to the camouflage tattooing session fee.
Camouflage Tattoo Sessions: Scar/skin camouflage tattooing can begin after the spot test has healed. Sessions are charged at an hourly rate for actual tattooing time (prep/numbing time is not counted). Hourly rate is $240 for the first hour. Additional time is at a reduced rate of $180/hour. After care kits are included. Multiple sessions are needed for best results and vary with each individual. If camouflage tattooing is performed without a spot test, a waiver must be signed and a fee of $100 for custom pigment blending will be added to the total.
Areola Tattooing for Breast Cancer Patients (Post Reconstruction)
If you have medical insurance, your procedure may be covered. Dr. Reed is now accepting patients with medical insurance and is working to become a contracted provider. If you call our office with your insurance information, we can check coverage prior to scheduling an appointment.
Skin Needling (Natural Wrinkle and Scar Reduction)
Needling procedures are charged at an hourly rate for actual treatment time (prep or numbing is not counted). Hourly rate is $120 per hour and after care kits are included. There is a minimum charge of $85 per visit. Multiple visits are necessary to achieve desired results and must be scheduled 8-12 weeks apart.
Reserving Procedure Appointments by Credit Card
Appointments are scheduled on a first come basis. Your procedure appointment date and time is reserved exclusively for you to ensure personalized service. Unlike regular doctors’ offices where many patients are seen at the same time, Dr. Reed sees one patient at a time for several hours. Because her time is committed to you—and others may want that same appointment time—we need your commitment. So a credit card is required to reserve your procedure date and time. It is for guarantee only—you may cancel or reschedule up to 48 hours in advance without any charge. At least 48 hours notice is required to cancel or reschedule your procedure. If you cancel or reschedule your appointment less than 48 hours ahead of your scheduled time, a fee of $100 will be charged to your credit card. (For two procedures in the same day, the late notice penalty charge will be $200.)
Reserving Procedure Appointments by Deposit
If you do not want to reserve your appointment by credit card, you can pay a $100 deposit with cash or check (two procedures scheduled on the same day requires a $200 deposit). All checks must clear at least 48 hours ahead of the procedure day. Your deposit will be deducted from the total fee on your procedure day. The balance due at your appointment may be paid by cash, check, or credit card. At least 48 hours notice is required to cancel or reschedule your procedure. If you cancel or reschedule your appointment less than 48 hours ahead of your scheduled time, your deposit will be forfeited (not refunded).
Payment Methods and Refund Policy
Payment in full must be made when services are rendered. We accept cash, personal checks, and major credit cards (Visa, MasterCard, American Express, and Discover). There is a $35 handling fee for any returned check. Gift certificates are available for purchase but cannot be exchanged for cash. The results of any cosmetic procedure, including permanent cosmetics, cannot be guaranteed. As such, whether or not a patient is satisfied with the results, there will be no refunds.
Visitors and Children
CDC-OSHA guidelines do not allow observers in the procedure room. Family or friends can remain in the waiting room if desired. They are also welcome to participate during makeup designing. Idaho law prohibits the tattooing of persons under age 18. The entire office, including waiting room, is not equipped for children or babies. Child care arrangements must be made prior to all appointments.”
